Pending order being created with basic site activity

I just got the site up and running and have run into a strange phenomenon. Whenever a menu item is clicked, an item is added to a cart, etc. there are 2 blank “Pending Payment” orders created.

I have turned off all but the WooCommerce core and Elavon Payment gateway plugins, and changed from the theme (Salient) to Twenty-Twenty-Four, and no difference. Actually got worse without the Salient theme running.
