Pending and duplicate PayPal orders

We’re having an issue where multiple orders for tickets are appearing under the orders tab, and now in one case – payment has been taken but there are two ‘pending’ orders with identical ‘gateway ID’ values. There is no ‘complete’ order for this payment, so no tickets have been issued despite money being taken from the customer.
I can’t seem to do anything with this order or any of the other ‘pending’ orders – so this is problematic.
We are using PayPal, and we are not using WooCommerce (it is installed but nothing configured at this time). Just using the PayPal integration in Event Tickets (and we have Event Tickets Plus).
