Penalty point on Italian League

Hi there
in crisis word sports and tribunal goes together and rank change without match. That’s happen in Italy but also in Uefa Champions League.
How to introduce penalization that judge give to soccer team during the year (eg: economical balance trouble, salary miss, etc)?
