    I disabled some plugins and changed the setting to open in new tab instead of download and it works now.

    I disabled 4: Order / Coupon / Subscription Export Import Plugin for WooCommerce (BASIC),
    Order Delivery Date for WooCommerce (Lite version),
    Product CSV Import Export (BASIC), Product Reviews Import Export (Basic)
