PDF – MAIL – CSV error in UTF-8

I am having problems with accents in the Spanish language, both for emails, pdf and csv.

words with accents are displayed in the following way:

(Spanish language)

message with accent error or characters:
Quisiera informaci?3n sobre el proyecto en Parque San Marcos. Muchas gracias

correct message:
Quisiera información sobre el proyecto en Parque San Marcos. Muchas gracias

how can I solve it ?
