PDF downloading instead of Opening

Hi, this week the pdfs on my site (on this page -belsnj.org/guides though it’s happening everywhere) started opening via the file downloader instead of as a new tab. Any suggestions as to how to fix this? It’s not my browsers (FF and Chrome) which are up to date.
