When you activate the Mailpoet sending it overrides the default WordPress method. I believe that Mailpoet doesn’t support attachments by reading this article page: https://kb.mailpoet.com/article/292-choose-how-to-send-your-wordpress-websites-emails#attachments

You could disable Mailpoet sending and use the default WordPress method when you’re not sending newsletters. I’m afraid we can’t do much more.

Can’t you provide any custom code or hook using which we can use pdf attachment in email without deactivation the mail poet plugin

No, it’s not possible because the mail service enabled is Mailpoet and they don’t support attachments, like i said in my previous message.

Further to the message above, MailPoet mentions this limitation specifically in their documentation too:

Attachments are not permitted
When sending transactional emails with MailPoet 3 and the active sending method is MailPoet Sending Service, MailPoet does not include attachments in the emails that are sent because of bandwidth concerns and security implications with spam filters.
We recommend to send links to files instead of attaching them to the email. If you need to send attachment for your WooCommerce or, disable this feature in MailPoet.

This does not mean you have to deactivate MailPoet entirely, just deactivate that setting as proposed in the documentation:
