    I am not sure why I have this issue, but the [pdb_request_link] seem to be able to be submitted only if an administrator is logged in? otherwise the subnmit button just brings back the same page and no error message at all?

    This is caused by page caching, which is usually suspended for logged-in users. You need to exempt this page from caching.

    I do not seem to be able to locate any easy way to exempt a page in WordPress from caching. Would you use a plugin like W3 Total Cache or is there an easier way?

    The caching issue is probably caused by a plugin you already have installed. If not, the caching may be done in the server, you will have to ask you web host about that.

    The specific instructions for exempting a page from page caching you can get in the instructions or support forum for the caching plugin.
