PCI-DSS Scanning

I have whitelisted the IP ranges of https://www.hackguardian.com so my site can be scanned for PCI-DSS compliancy, but I always end up with inconclusive results unless I disable brute force protection. Why isn’t the whitelist letting the scanner try brute force attacks?
