Paypal Payment on Cart not working

Some users responded that they couldn’t pay with Paypal, I tried and got the same error.
Only “Buy now” button works fine, “Add to cart” doesn’t.
tested 2 browsers, but Paypal-Checkout-Click brings this error in console:

Uncaught Error: Request to post https://www.paypal.com/v1/payments/payment failed with 400 error. I tried disable all plugins, then active only WPDLPro 6.0.6 + Premium Packages Sell 5.0.9, but that didn’t fix the problem. Please help
