PayPal Payment Fails

I’ve been using PMPro successfully for a number of years.
However, it seems to have stopped working.
Everything works on the site it’s installed on but after clicking the ‘Check out with PayPal’ button the subsequent PayPal page displays the message:We’re sorry, things don’t appear to be working right now. Please try again later.
Return to Seller’s WebsiteI note that the url (copied below) says: /genericError?code=SIGNUP_BLOCKED_IN_COUNTRY_AU
Any ideas what’s happening and how to fix this issue?
