Paypal orders On Hold due to Validation Error

Orders I am receiving which are paid using Paypal are being put on hold with the message
“Validation error: PayPal amounts do not match”.
This is only happening, I think, for orders which qualify for Free Shipping (over £35). Other Paypal orders are going through. Typically they are for one item, and the ones that qualify for free shipping will contain more than one product. (I’m not sure if the issue is the Free Shipping or the number of items in the order, or something else).

* If not, you need to Edit your settings.
* Look for “Use the shipping fee in the transaction instead of my calculator’s settings:”She couldnt find this in her settings and that article is from 2010 so likely the settings are somewhere else now? Could anyone advise where to change this setting now?
Also I want to rule out any other causes. Because some of the orders are going through, could it still be the issue above or something else?
