PayPal Order Status – not reflecting what Woocommerce says

Hi there,
I’m a bit stuck on an issue I’m having with PayPal. My Woocommerce store sells digital downloads and when a customer successfully purchases, the order is marked complete and they receive the download.
The issue I am having with PayPal is that it doesn’t seem to know the order has been completed. When I go to my PayPal dashboard, it says the payments are on hold and asks me to put shipping information in or to confirm that the digital product was sent. I have to do this manually for each order. It then takes about a week before I can access the money.
Shouldn’t Woocommerce be automatically telling PayPal that the order has been delivered? I’m confused why I have to do this manually in PayPal. I’ve looked through the documentation I can find online and as far as I can see everything’s set up correctly.
