PayPal order status changes from Complete to ON HOLD?

We think email verification is important for *most* of our order processing.
I see that the plugin changes the status of orders that fail the PayPal email verification in an ON HOLD status. This is good thing.
If I move the order to COMPLETE, will it still change the status back to ON HOLD?
Some types of order emails will never verify, but we directly consult with our customers before placing orders:1. The customer used PayPal w/o logging in. We may come to disallow this, but currently it is permitted.
2. The order is placed with a different email than that used to login to PayPal. Some of our customers use their company PayPal account which is not the same as the email used to place the order.
I just want the ability to process orders to Completion after talking to our customers w/o this plugin changing them back to On Hold.
Can the Woocommerce Anti-Fraud plugin work for use?
