Paypal Not Setting Order to Complate after Payment Received

Paypal has been working just fine up until 2 days ago: customer placed an order for downloadable products, paid, and PP set order to complete.
Now, after PP receives payment, the order is not getting the “paid” message back and therefore gets marked cancelled. The message is:
“Unpaid order cancelled – time limit reached. Order status changed from Pending Payment to Cancelled.”
BUT, if the customer pays with a credit card, the order is processed correctly.
This means we have to keep an eye on things and when we get a PP notification with no corresponding order from the cart, we have to manually check it.
What’s changed: site was moved to a dedicated server on 12/27 and the DNS servers were changed then. However, it’s well past 48 hours now and a few do work here and there but most don’t.
Any ideas how to fix this?
