PayPal IPN, order remains as Incomplete Sale

  • So, I am testing the site with Sandbox Payments Standard.
    I checkout and go to PayPal and make a successful payment. However, I am not returned automatically to my website even though IPN is set to on in wpec.
    Also, when I return manually by clicking the return links on the paypal page, the order status remains as Incomplete Sale.
    Why does it not get updated to payment complete?
    I need the order status to trigger a whole load of back end automation on my website.
