PayPal & Field Group

I have a customize organizational registration form that I am currently developing. It uses the Field Group field. Within that group, I have the registrant Name, Check Boxes to determine if they are attending and a second checkbox to determine their membership status. With 1 registrant, the form submits to PayPal for Payment. However, if there are more that 1 registrant (I have tried with 2 and 3 registrants), nothing happens. I have all the calculations working so that the registration fee is calculated, but it just will not submit with more than 1 registrant. Other forms that utilize PayPal work fine (eliminating configuration issues). The form is not accessible to the public, currently, only to Administrators.

I am at a loss to the cause.
