Paypal Express Checkout returns to Checkout Page to Place an Order

    This is the expected behavior for PayPal payments across the board. PayPal authorizes the payments and returns the customer to your site with their address info and PayPal payment info. The customers then confirm their order on your site and go through your checkout/thank you flow.

    There is not a way to change this.
