PayPal Express Checkout Issue

I downloaded PayPal Express yesterday after the issues with the standard PayPal checkout, it’s temporarily solved the problem of my customers not being able to checkout but some customers are telling me that when they try to checkout they input their details and then get a message saying ‘we cannot ship to your address’ even though they live in the UK where I ship to. Does anyone have any ideas why this is happening? It only seems to be doing it to random orders.
