It sounds like your site may not be passing data to PayPal correctly.
Can you please turn on logging for PayPal Checkout? You can turn it on following this guide: https://docs.woocommerce.com/document/paypal-express-checkout/#section-16
Once logging is turned on, can you please try checking out a virtual product, and
Can you please create a test product that is not virtual and see if the same error occurs?
If it does, you should see more information about it in the PayPal logs at WP-Admin > WooCommerce > Status > Logs and looking for the PayPal Checkout log in the dropdown on the right.

Additionally, It will be great if you could share your current System Status Report. You can get it by navigating to the WooCommerce / Status
section of your site. Once there, click on the Get system report
button and then copy it by clicking on the Copy for support
button. Then paste it here in a comment.
