Paypal eCheck payment

Hi, I’m using a Paypal for WooCommerce to sell license code
If a customer made payment with PayPal eCheck, will it auto set the order to completed? Because the system will auto send license code to customer when an order is set to “Completed”. I’m afraid customer will withdraw the payment but they already get the license? Any better suggestion, thanks
