It sounds like you are using the Standard Card Processing option (BCDC) and not our Advanced Card Processing option, ACDC). The BCDC payment method is completely controlled from the PayPal server and is only triggered/initialized by our plugin. Our plugin does not have any control over this payment method. If you want to continue using BCDC, you should reach out to PayPal Merchant Technical Support and ask them to review the Transaction ID’s that are related to these failures and see if they can find what is causing this issue.
Another option, is to activate ACDC and see if this payment method does work without these failures. In order to use ACDC you will need go through the onboarding/vetting process, so that PayPal can approve you for using this payment method. This is automatically done, when you onboard the PayPal account to the plugin, while you have selected the advanced card processing option (by default it will be set to BCDC).
