PayPal Checkout Button not appearing on combined Cart/Checkout Page

I’ve made a simple combined Cart/Checkout page by adding the [woocommerce_checkout] shortcode underneath the [woocommerce_cart] shortcode on my Cart page. This works fine with PayPal Standard, but when I try to use PayPal Checkout to keep things on the site, the button doesn’t show up at the bottom of the Cart page. Yes, it is enabled to in the settings!

Also, if I remove the [woocommerce_checkout], the button does show up, but it’s a sad version compared to the one on the actual checkout page (which has credit card buttons underneath that avoid using a pop-up altogether for non-PayPal account payments).

How can I get the look from the checkout page to just show up at the bottom of the cart page instead?
