PayPal can’t use balance on Premium Upgrade

  • Hi
    I wanted to upgrade to Premium to use the Country Blocking option and the form to upgrade doesn’t allow the PayPal to access my PayPal balances (3 in total with funds), and only selects Credit Card.
    How can I fix this?
