Paypal blocking purchase and no person to talk to

I am trying to add on “feed to post” for RSS Aggregator however paypal kept telling me I could not use a member’s card so get another card. Tried another card and it said I could not use a member’s email address. So I tried to sign in as a member but it did not recognize either of my email addresses. Then I tried another card and totally different email address and it told me you can’t buy today! I have excellent credit and $10,000 available credit on each card!

There seems to be no way to contact at RSS Aggregator or Paypal about this. This is nuts!
