PayPal Addon Submission Without Payment

I’m using gravity forms + custom post types with the PayPal addon and all my posts get submitted for review but for some reason I’m getting emails that posts have been submitted for review without actually making a payment. Is there any way I can only receive an email notification AFTER payment has been made.
