Payments going through without required address

We’re using your WordPress plugin with Woocommerce and everything is going great. However, payments are sometimes slipping through without any shipping address. This is not always the case…but it has happened at least 2 times out of 50.

We want to keep our checkout process as minimalist as possible, so we’re not requiring a billing address. Just a shipping address (which IS required..but doesn’t always work, obviously). See: https://www.dropbox.com/s/otz3lwzt9gpps7k/Screenshot%202015-11-26%2010.58.09.jpg?dl=0

Anyway to force that any address is required before a card can be verified (not just limited to a billing address) via Woocommerce, beyond just these settings which obviously aren’t always working?

I’m also checking with Braintree and Woocommerce on this. Just not sure which side of the game to get help from…so checking with all of you guys ??
