I received the email below. The transaction went through, but the individual is not officially booked for the event. I am relucted to refund and suggest they reregister, because they might wonder how many times will this happen.

so … isn’t there someone I can manually enroll someone in an event?

    Thanks! -Eric

A Payment has been received by PayPal for a non-existent booking.

    Event Details : Mandarin One – 09/13/2016

It may be that this user’s booking has timed out yet they proceeded
with payment at a later stage.

In some cases, it could be that other payments not related to Events
Manager are triggering this error. If that’s the case, you can prevent
this from happening by changing the URL in your IPN settings to:

    https://www.xxxxxxxxxxxx.net

To refund this transaction, you must go to your PayPal account and
    search for this transaction:

    Transaction ID : 8WUXXXXXXXXXX931E
    Email : [email protected]

When viewing the transaction details, you should see an option to
    issue a refund.

If there is still space available, the user must book again.

    Sincerely,
    Events Manager

    just to confirm, in your EM paypal settings did you put values under option “Delete pending bookings under X minutes”? if yes, you can try to set 120minutes or leave blank;

also, you can try manual bookings under Events > Bookings > click on an Event then click Add Booking button
