Paying someone to help with a web site on word press

History
I need some advise. I was introduced to wordpress by another person who is in the web site design business. I am building the “test”
and the framework as I know it. I have added the test and put the pages in order.

She is charging me (or asking me to pay $2500.00) to finish the site.
Now, I don’t know what has to be done to finish the site.

Am I being overcharged?

Here is what I think I need. Linking, art work dropped in, some or maybe a lot of tweeking.
Am I missing something here?
