Past Version Tab Missing

For some reason unknown to me, our “standard” users are not seeing the Past Version tab option on all the file categories.
I see that it is turned on in settings: https://i.imgur.com/hcgOR7S.png
If I log in with a normal user I see it on some files: https://i.imgur.com/vSiWYMO.png
But not on others: https://i.imgur.com/b2jdkHw.pngIt seems to show up almost exclusively on the very first document folder (Billing): https://i.imgur.com/3HZbdFC.png
If I Ctrl+F5 to refresh, I can make the Versions Tab appear and vanish in the Billing folder.
