"Password Reset" available to everyone, even Guests

Well the password reset functionality needs to be available be available to guests because the purpose of forgot password is to allow people to change their password if they cannot remember it.

It sends an email to the user so only the person with access to the email account can reset their password. This is how other sites deal with forgot password/reset password functionality.
