Password recovery fails with email error; is the pswd already reset?

On an associates 4.3.1 wp install which was just for testing, the password has been lost. The password recovery feature does not work, it gave an error something like ’email not available’ or ’email blocked’. I can get the complete error message if it’s important by trying again.
But what I was curious about is does wp reset the password before trying to send the ‘reset’ email? If so, then whatever the old password was has been tossed. Or, does the password remain as it was until someone logs in with the link in the reset password email?
Side question – if the password is not recoverable via memory and the email reset fails, could I use phpmysql to copy the encoded pswd from another known wp 4.3.1 installation and paste it in to this site?
