Password recovery / change form

A user with IP address (xxxxxxxx) has been locked out from signing in or using the password recovery form for the following reason: Used an invalid username ‘(xxxx)@gmail.com’ to try to sign in.
The duration of the lockout is 4 hours.How do we fix this problem. It is the second time it has happened since i reactivated the “Immediately lock out invalid usernames”
