Password Protected Page = Backend?

Is a password protected page considered a part of the backend?
On a customer site, I am blocking the backend except for 3 countries. The frontend is supposed to be visible for everyone worldwide.
Now the complaint arose that a visitor got blocked trying to access a password protected page (and made sure the PW he used was correct), and ended up seeing the usual ?Forbidden – Visitors from your country are not permitted …“
Looking at the logs, it seems that his attempts to see the page created entries containing the URL ?/-/-/-/-/-/-/-/-/-/-/“
Is there a way to unlock that specific ?URL“? Or the PW checking process?
