@bryanmhenry If you are using a cPanel it will go in the public_html folder. Your host should have instructions on connecting via FTP or accessing your file manager if you are unsure.

Did you upload the file to the root of your site (in the public_html folder)? If so, please show a screen shot of that.

As I can access “robots.txt” and “license.txt” from that directory, it think it might be an access issue. Change the permissions to match those two files (0777 -> 0644) and make sure the ownership matches, too.
