Part of HTML editor not showing up with new admins

Hello all,
I have a weird issue. I am an “administrator”r role on my WP install and everything is fine. I added two new users as administrators but when they go to post they on;y see the top portion of the HTML editor. Looked at teh source code and it shows this:
<table id="content_toolbar2" class="mceToolbar mceToolbarRow2 Enabled" cellspacing="0" cellpadding="0" align="" style="display: none;">

which I believe is the bottom row of the HTML editor. I need the other admins to be able to use the format option in the editor. I looked through the system files and couldn’t find a TinyMCE folder or reference but I am sure I probably missed it.

Any help is greatly appreciated.
