parent categories grayed out

hi there,
we have posts in sub categories, and would like to reorder not only the sub categories, but also the parent categories called ‘all event’ and ‘circuits’ but these parent categories are grayed out.
Is it possible to sort the parent categories as well?here is the site URL. The pages in question are:
