Parallax issues with customer review block

Hello,

I hope all is well with you. This is my second time requesting help with this issue. The parallax on the overlays are not working. I customized the testimonials block to the overlay effect but the parallax is not working. It works fine on this page without me doing anything to it: https://youngrichrooted.com/ourservices/

The first time I was sent a video on parallax to do with Elementor. I do not have Elementor Pro so it is of little help. My question is how come it works on one page and not the other? By the way we paid for Sydney Pro.
