Parallax effect on client testimonials not working

I used the aThemes Testimonial block to created the overlay sections on this page: https://youngrichrooted.com/my-front-page-2/. I noticed that the parallax does not work on these like this one: https://youngrichrooted.com/ourservices/

Is there something I didn’t do. Please help.
