Parallax doesn't appear on laptops

Hello,
I’m just trying to figure out this glitch I’m facing these days. Whenever I set the normal parallax height to e.g 1800px in the mobile version half of the contents appear even though the mobile size is set to zero. However as soon as I change the normal one to zero the parallax on the laptop doesn’t appear for the full content of it but for just a short line. I need urgent help with this!!!
