Panel “Visual Editor” not visible for user role “Editor”

Works fine when I’m signed in with user role “Administrator”, but the panel “Visual Editor” is not visible for user with role “Editor.

When I change the user’s role to “Administrator” the panel is visible, but disappear again when I change user’s role back to “Editor”.

Have I missed some settings?
