Paid development of Dynamic Page Tag Plugin for WordPress

I need a customized version of Lester Chans WP-PostRatings plugin for our WP 2.5 blog. The Plugin should also be integrated with the Simple Tag plugin by Amaury BALMER.
We want to transform our blog into a knowledge database.
To do so we want to be able to store articles dynamically on pages. What we are looking for is a functionality where we can associate any given Post Tag (eg “poker bankroll”) with a page through the “Write Page” interface.
By doing so, the page should then dynamically display all the posts with the chosen tag, meaning that when a new post is written with the tag “poker Bankroll” then this post is automatically shown on the page together with all the other posts containing the “poker bankroll” tag. At the same time we also want to be able to sort all the posts with the “poker bankroll” tag according to their individual post rating score, and display this rated list on the Page as well.

Can anybody in here program the Dynamic Page Tag Plugin for us?
