Paid customization

Hi, I need help with customization,
I need an option which when –
– enabled will give priority to draft posts (when ever a draft post comes in) if there are no drafts it will continue to post pending articles.
– If disabled it will post randomly from both pending and draft post

Let me know if this can be done
