Pagination error – Report to bug tracker?

Hi guys,
i just came with this really strange problem as discussed here:

“So if I want just one category with less posts than the blog default the solution is to change the default to the smaller amount and then change the query on all other templates!”Should i report this as a bug to the bug trucker or not?
