Paginated search result show home page

Hi there!
I found interesting bug, I know there are some workaround but could not find it in google.
If I try to search something, it will generate me the url
domain.com?s=123 -> works
if I go on second page
domain.com/page/2?s=123 -> works

But If I remove the search query it will just show me the home page
domain.com/page/2 -> NOT works

How to fix it?
I think by default, wordpress should redirect users from Paginated empty query search to a search page without pagination.
