Pagespeed not accurate.

    10Web booster says it takes 0.7s to load homepage. With pingdom, it says 2.1s(San Fransisco). With GTMetrix(Vancouver) it says 1.2s. When I tested it on Incognito with ~30Mbps, I got 1.5s(Chrome). Why is that?
