Pages are blank and white

all my pages on my site are showing blank, just white, no error just blank.

I think this has something to do with my permalinks because everytime I go into the permalinks to make changes the page shows up “generic” looking and then creates a web.config file on my host server then I cannot log back into wordpress until i delete we web.config file. The cycle just repeats itself every time i enter the permalinks area from the settings area.

I can edit them but they only show up blank when i preview my site.
