Page take a few seconds before loading full width?

I am working on a client website and noticed that the page I created takes about 1-3 seconds to load the full width content.
The website uses Divi themes, and “Intense Shortcodes” plugin to make the sections full width.
I checked out what I can do to make it load faster using the Google PageSpeed Insights. It’s at 87/100, but it is still not loading full width right away.
I optimized the images using WP Smush plugin, and the Lazy Load plugin. It didn’t seem to affect anything according to the Google PageSpeed insights.
Then I followed all these directions on how to optimize the W3 Super Cache plugin:
