Page specific menu/links with anchor links

Hi,

I use woocommerce for my website’s shop and I have a set of sections that are repeated on most product pages. I’d really like to know how I can have quick links at the top of a product page (below the image and short description) that jump to the corresponding sections of that product’s page. I know it can be done but I can’t seem to find exactly how to have it done without spending a ton of time creating anchor links for each product (I have many) and then creating a section on top for those links.
What comes to mind is a plugin that would add a section on the backend of a product’s page that easily allows me to add titles and anchor links which then show up at the top of the product page and also be responsive on different devices.

I really need help with this and I hope someone here knows how to get this done.
