Page refreshes to bottom

On https://pollenzlaw.com/resources/types-of-broker-misconduct/ there are 4 anchors in the right column text widget. When clicking one on the anchors, the page first scrolls to the anchor at the fixed height (currently 260px) then almost immediately refreshes and jumps to the bottom of the page and footer.
The plugin worked as advertised until I noticed the problem this morning. I deactivated ALL other plugins and the problem still occurred. It also happens at https://pollenzlaw.com/resources/types-of-securities-fraud/ and occurs in both Chrome and Safari, although it only scrolls part way to the bottom of the page in Safari after it refreshes.
